I think it depends on the background of IT guy. If the background of your IT guys is strickly from programmer, and they did not learn a lot about IT management or they never work for technology consulting company, they will not be able to manage a company's IT very well. The company I am working for right now, where you use to work for, most of the people that work there long enought to be able to make an suggestion to the top boss don't have any relative IT experience. They don't know how to make thing flow better, kind of sucks, I am pretty frustrate because there are so many things that they could do better, but I am just another docuement coder.
